Foreign hands and Balochistan (redux)

It should really be about the heavy hand

Just over a year ago, analysing the possibilities of various foreign hands stoking the fire in Balochistan, The Acorn concluded:

Unfortunately for the Baloch nationalists, all the foreign hands are either full or unwilling to help; leaving them to finance their rebellion almost entirely out of internal accruals. And for that reason, the insurgents will not be able to take on the might of the Pakistani army for long. [The Acorn]

In a new paper for the Carnegie Endowment for International Peace (linkthanks Swami Iyer), Frederic Grare comes to the same conclusion.
