Infrastructure a priority

The President’s address to Parliament outlined the new government’s emphasis on improving infrastructure.

“A substantial portion of government’s investment will be channeled to the villages, with special emphasis on improving basic infrastructure such as roads, power and drinking water in rural areas,” Kalam said. [Rediff]

The intentions are admirable but the devil lies in the implementation. While concepts like public-private partnerships to build infrastructure strike positive notes, the role of the public sector must be restricted to investment - not operations.
