The credit for coining the phrase goes to Jiang Zemin, who bequeathed his ‘three represents’ to China’s constitution.

In a word, the Party must always represent the requirements of the development of China’s advanced productive forces, the orientation of the development of China’s advanced culture, and the fundamental interests of the overwhelming majority of the people in China. [Fact-Index]

It is understandable for China’s communist party to use an euphemism for He Who Must Not Be Named, but surely India’s ruling coalition should have no problems calling free-market capitalism by its name.
