On the defence front, Singapore and India began discussing an expansion of defence cooperation last year. Mr Lee indicated the Republic’s interest in seeking space for military training in India and recalled the ongoing naval cooperation between the two countries. A Defence Cooperation Agreement was signed last October, with detailed discussions due to be held this year. Reports at the time said Singapore is seeking training privileges so that servicemen can train on Indian soil in camps run by the Singapore Armed Forces on long-term leases. ‘We are such a small country. Every training area we can find is valuable to us,’ The Hindu quoted him saying.[The Straits Times]
I have argued before that ASEAN nations have considerable commonality of interests with India - with Singapore and Thailand being potentially close allies.
