For a government that puts much emphasis on institutionalising national security it is rather surprising to find that a replacement for the retiring commander-in-chief of the Strategic Forces Command was not found a priori. It reveals that one of India’s most critical defence facilities is without a contingency plan. The nuclear weapons commander is not some kind of a ministry bureaucrat: there needs to be an orderly succession plan, and zero uncertainty.
