The Indian Express reported that Vajpayee conveyed his concern and anxiety when Sri Lankan President Kumaratunga called him. The way I read it, it certainly looks like the Indian government cautioned her against further vitiating the atmosphere.

While it was reported yesterday that she had declared an Emergency, there was a correction today to the effect that the orders have been withdrawn. That is a sensible move.
